Most wicker furniture is made from reed from the rattan palm .

The wicker furniture was sometimes left in it's natural state with no finish at all, but generally a clear finish was applied and very frequently the wicker furniture was painted. After decades of use the paint would wear thin and possibly chip.

Build chipped places with primer paint or wood filler before painting wicker

Build up any chipped places on the wicker with primer paint or if they're large deep chips thin some wood filler and paint several layers into the chips, be sure to let each coat dry thoroughly before applying the next.

A light sanding is always required before painting over an already painted surface, but wicker furniture is totally impossible to sand effectively.
